Highways England's consultation on changes to the M3 junction 9  closed 19 February. 

WinACC is concerned that the consultation contains no evidence that Highways England has considered the greenhouse gas implications of their proposals when climate change is the greatest challenge we face, and air pollution on the M3 at Winchester is high. 

Evidence shows that traffic increases to fill roads space available, and so changes to reduce congestion in one place can lead to more pollution nearby. In the context of the urgent need to reduce carbon emissions and address air quality concerns, it is crucial that such matters are effectively addressed.
